SIGSAM and ISSAC evolution

I am mostly an outsider to this community, but I too would favour Option 3. I am also wondering if it could make sense to join another “better” organisation, such as USENIX. I don't have any first-hand experience with it, but it has a clearly-stated and long-standing open-access policy (without APC)...
